Currently only 16% of the Congo has access to on grid electricity. Towns and health clinics without energy use generators or household solar systems or do without, depending on what they can afford. The proposed model provides a solution for addressing energy needs in marginalized rural conflict zones by changing the financing and management model to increase health center and community energy access. The mechanism proposed is a modified equitable CSOP-a community/consumer stock option plan-that would allow for the community members to become shareholders in a privately managed energy entity. The proposition would be to empower the community Health Center of Rwanguba and the community to economically benefit from the electrification process but ensure efficient and sustainable management though a private entity. This would address existing obstacles leading to failure encountered by many actors in terms of funding, management, revenue generation and allocation, and demand issues.
